AN OPPORTUNITY NOT TO BE MISSED

You have been given an opportunity of a lifetime. A business operates twenty four hours a day. The owner wishes to take a holiday and has requested you to run the business for one month. The arrangement is that for every second that you will personally man the business, you will get paid Ringgit Malaysia Two Hundred. If you have to leave the business for any necessity, the person who relieves you will get the money for the duration of time that you are out! You have obviously grabbed the opportunity with open arms.

OVER-TIME

First, let the above scenario settle in the mind. Now imagine that the month of running the business has just commenced. A close friend phones to invite you to a lavish function. “You must come,” he urges. Your almost spontaneous reply would perhaps be: “I am sorry but I am very busy and will not be able to attend.”
The first weekend comes. Your children want to “go out for a drive.” “Not today. I am very busy,” says their father. The children’s mother also wholeheartedly agrees. After all she is also dreaming every night about what she will do with the Ringgit Malaysia Two Hundred per second that her husband is earning. Hence she does not ask to be taken anywhere. How can she even think of it? Ringgit Malaysia Two Hundred per second — and just for one month only! And you … well obviously you are working beyond the limits of overtime. No time to eat in peace. Only the minimal amount of sleep. No shopping. No “drives.” No time to sit around with friends over coffee. And entertainment? Whatever is that? The very word sounds unfamiliar. Besides this, he will have to answer on the Day of Judgment about how he earned it and where he spent it. Generally, despite the abovementioned problems we will grab the opportunity of running the business for one month.

PETTY CASH

Allah Ta’ala is also granting us a lifetime’s opportunity. The month of Ramadhan with its unlimited blessings is here. One month in earnings at the rate of Ringgit Malaysia Two Hundred per second cannot even be called petty cash in comparison to the rewards that Allah Ta’ala grants and the blessings and mercy that He showers in the month of Ramadhan. Every Ramadhan must be treated as a once in a lifetime opportunity since we have no idea whether we will live till the next Ramadhan.
What are the rewards of good deeds in the month of Ramadhan? The reward of every Fardu (compulsory) act is multiplied seventy times while every Sunat (optional) act earns the reward of one Fardu out of Ramadhan. It is important to understand the latter aspect in its proper perspective. Tahajjud Salat (in the last third of the night) is an extremely great ibadah. Great virtues have been narrated for this Salat. However, a lifetime of Tahajjud cannot equal one Fardu of Salat Fajr! Yet in the month of Ramadhan Allah Ta’ala grants us the reward of a Fardu action for every Sunat performed.

ENTERTAINMENT?

Thus, can we afford to waste this time? Can we still have time for “drives?” Is it possible for a person who values Ramadhan in a similar manner that he values Ringgit Malaysia Two Hundred a second, to spend hours “eating out” at after taraweh feasts, or have time for other idle pursuits? Can we afford to spend valuable time glued to the airwaves listening to the “opinions” and “views” of all and sundry in Din matters whereas that time could have been used to at least recite Al Fatihah? And entertainment? Have we heard that word before??? Thus the last thing that any Muslim who values Ramadhan will bother about is who somewhere in the world is whacking a little red ball all over a field or who is kicking a ball between two posts!!!

SHORTEST TARAWEEH

Thus it also does not behoove of people who value Ramadhan to try to “save time” from the performance of ibadah. Many people “work out” the shortest taraweh — where they will be able to leave in the shortest possible time and head for the food outlets where ample time will be whiled away. Think of the Ringgit Malaysia Two Hundred per second. We would break the records for over-time work. Thus in Ramadhan we should break the record for the amount of time spent in Salat, tilaawah (recitation of the Qur’an), zikr, dua, etc. Ramadhan is not a month to “save” time from the performance of these acts. Rather it is a month to engage every moment possible in these acts. Apart from Salat, tilawat, etc., Rasulullah (Sallallahu Alaihi Wasallam) has himself stressed upon us to excessively engage in some practices. Rasulullah (Sallallahu Alaihi Wasallam) is reported to have said: “And in this month you should endeavor to perform four things in great number, two of which shall be to please your Rabb, while the other two shall be those without which you cannot make do. Those which shall be to please your Rabb are that you should in great abundance recite the “Kalima Tayyiba” (Laa ilaaha il’lallah) and make much istighfaar (beg Allah’s forgiveness with Astaghfirullah). And as for those two without which you cannot make do, you should beg Allah for entry into paradise and seek refuge with him from the fire of Jahannam.”

ONE MONTH

While one should engage to the maximum in the above good deeds, the purpose of Ramadhan must be kept foremost in mind, which is to acquire Taqwa (Allah-awareness and piety). Thus together with the maximum amount of righteous actions one must totally refrain from all sins. One month of strictly conducting oneself in this manner will Insha-Allah have the effect of enabling one to live the next eleven months in a similar manner — in the complete obedience of Allah Ta’ala.

May Allah Ta’ala enable us to appreciate and value the month of Ramadhan — more than what we value Ringgit Malaysia Two Hundred per second.

Type 2 Diabetics

Many people with Type 2 diabetes use plants, or plant parts, for the self-management of their medical problems. This is what most people refer to as herbal medicine, botanical medicine, or phytomedicine. In the United States more than one-third of people with diabetes use herbal or traditional and alternative medicine alone, or in combination with their prescribed anti-diabetic medication, according to the Johns Hopkins Point-of-Care Information Technology Center (Johns Hopkins POC-IT Center).

There are many types of herbal preparations used for the treatment of Type 2 diabetes. In fact, in almost every culture there is one herbal medicine intended for the management of increased blood sugar levels. However, there are only a few tested and evaluated systematically and scientifically for this purpose.

Here is a list of the most commonly used herbal and medicinal plants for the management of Type 2 diabetes:

Ginseng: Ginseng is one of the most popular medicinal herbs globally. There are two major types of this herb:

Asian ginseng, the Panax ginseng
American ginseng, the Panax quinquefolius.

The active compounds in the ginseng herbs that makes them useful are the ginsenosides. According to one particular study, information from the Johns Hopkins POC-IT Center states ginsenosides can potentially improve insulin resistance. Ginseng can be safely used at a dosage of 1 to 3 grams per day. However, the adverse effects of using this herbal medicine include:

hypertension,
headache,
insomnia,
nervousness and palpitations, and
nausea.

Ginseng is also known to interact with the action of warfarin, an anticoagulant (more commonly referred to as a blood thinner). Ginseng unfortunately causes warfarin to be less effective.

Cinnamon: There is new evidence cinnamon can be helpful in regulating blood sugar. Cinnamon is not just another spice that can be used for cooking and baking. According to Johns Hopkins POC-IT Center, cinnamon can increase the effectiveness of insulin therefore improve your blood sugar level. Human trials indicate that taking between 1/4 and one teaspoon of cinnamon every day helps control blood sugar levels. However, various results from other studies contradict these findings. The safety profile of cinnamon is clean and there are no drug interactions noted with the use of cinnamon.

Bitter melon: Different cultures and traditions used bitter melon (Momordica charantia) for the management of diabetes. Many people believe it can decrease insulin resistance… bitter melon is composed of several compounds with confirmed blood sugar lowering properties. It must be pointed out though, clinical trials regarding this herb show contradicting results. Although taking as little as 2 ounces of the juice has shown good results in clinical trials, adverse effects with the use of bitter melon include:

gastrointestinal symptoms, and
favism, or bursting of red blood cells,

with the ingestion of seeds in certain G6PD deficient diabetics.

Fenugreek: The herb fenugreek is one of the most impressive natural substances helpful for people with diabetes. Fenugreek is a traditional spice often used in curry in Asia and the Mediterranean countries. Fenugreek is believed to contain 4-hydroxyisoleucine, a chemical that can enhance insulin production and secretion by the pancreas. Some clinical studies claim its effectiveness in the treatment of Type 2 diabetes. It lowers blood sugar much the same way that drugs in the class of sulfonylureas (such as glyburide) do. Adverse reactions related to fenugreek use include:

dizziness,
flatulence, and
diarrhea.

However, no herb to drug interaction has been observed.

Fenugreek helps you lose weight because the seeds of fenugreek are rich in dietary fiber, so it delays stomach emptying and after-eating sugar spikes. As the seeds are bitter, taking supplements may be the better choice. As lowered blood sugar is an expected effect of using fenugreek, if you combine it with medications and do not monitor yourself properly, you could find yourself with very low blood sugar. Make sure you see your doctor regularly to supervise your regimen.

Type 2 diabetes

People diagnosed with Type 2 diabetes are often misinformed as to what foods they are supposed to stay away from. Simply listing a category of food isn’t enough as it is not always such a clear-cut case. Sometimes it is better to be much more specific so that a diabetic isn’t limiting themselves unnecessarily.

Sugar, for example, is a definite enemy. But there are many other places white refined sugar can hide instead of in the obvious doughnut or brownie. Your favorite condiments, from mustard to ketchup and relish are loaded with it. White bread is notoriously high in sugar. (Also, any food such as bread made with white refined flour is bad for you… it starts out naturally brown and is whitened by a chemical process which forms another substance called alloxan, which is known to destroy pancreatic function!) In fact, white bread breaks down into pure sugar before it can even be swallowed. Crackers, waffle and pancake mixes are also full of the “white stuff”.

You were probably told to avoid foods with a high concentration of fat, but what does that really mean? Avoiding all saturated and trans fats would be good, but this would take a lot of policing to accomplish. It’s almost impossible to completely eliminate all saturated and trans fats from your food. The best way to handle fat in your food, is to limit it as much as possible. Look at food labels and take into account how much fat is in each serving… not the entire container. This is the key.

Vegetables are good for you, so they can’t be on the list of foods to avoid… right? Wrong. Having a free-reign on all vegetables is never a good idea. First, you have to see the way the vegetables are packaged. Canned vegetables can still be high in sugar. Frozen vegetables can be stripped of vital nutrients with harmful preservatives added back in.

Even in their raw form, there are some vegetables to stay away from. Corn, certain types of squash, sweet potatoes and the dreaded white potatoes all should be avoided whenever possible.

Are you eating sugar-free products? You may unknowingly still be consuming sucralose, an artificial sweetener not recommended for diabetics. Read labels if you want to find the hidden ingredient of sucralose or other artificial sweeteners. Also remember, many sugar-free foods are not healthy for people with Type 2 diabetes.
Foods can also have another hidden danger: salt. Otherwise known as sodium, salt can inflict an incredible amount of harm on a body in a relatively short amount of time. A major problem with salt is that it can be hidden in virtually any type of food imaginable. Frozen foods are laced with it as part of their processing. Canned foods, especially the seemingly harmless vegetables and canned meats, are filled with salt. This is what gives them their long shelf life.

Processed foods, no matter what kind you are talking about, are loaded with salt. The best way to identify the salt content is to look closely at the label. Remember to take into account the number of servings, and not just the salt content per serving.

If you want to limit salt, always go with fresh foods.

Ketahui Hak Anda Dalam Saman Ekor

Ramai yang masih kabur dan tidak faham hak mereka sebagai rakyat Malaysia. Perlembagaan Persekutuan adalah undang-undang tertinggi Negara. Perlembagaan Persekutuan menjamin hak setiap rakyat Malaysia tanpa mengira agama, kaum, bangsa dan juga fahaman politik. Semua warganegara dijamin hak yang sama.

Salah satu hak yang dijamin oleh Perlembagaan Persekutuan ialah hak rakyat terhadap harta. Ini disebut dalam Perkara 13 Perlembagaan Persekutuan.

Perkara 13 Perlembagaan Persekutuan - Hak terhadap harta.

(a) Tiada seseorang pun boleh dilucutkan hartanya kecuali mengikut undang-undang.

(b) Tiada sesuatu undang-undang pun boleh membuat peruntukan bagi mengambil atau menggunakan harta-harta dengan paksa dengan tiada pampasan yang mencukupi.

Selalunya Perkara 13 ini digunakan di dalam kes pengambilan tanah melalui Akta Pengambilan Tanah 1960. Sebenarnya Perkara 13 ini bukan sahaja melibatkan harta tak alih seperti tanah, tetapi meliputi harta alih seperti kenderaan. Justeru penafian hak memperbaharui cukai jalan dan lesen memandu oleh Jabatan Pengangkutan Jalan (JPJ) juga sebenarnya termasuk di dalam penafian hak rakyat terhadap harta. Alasannya jika seseorang rakyat itu dihalang dari memperbaharui cukai jalan kenderaan mereka yang menyebabkan kenderaan itu tidak boleh digunakan maka rakyat itu telah dinafikan haknya terhadap harta.

Jika seseorang rakyat telah dinafikan hak mereka menggunakan harta (kenderaan) mereka tanpa alasan yang berlandaskan peraturan dan undang-undang maka Perkara 13 (b) menyatakan bahawa pampasan hendaklah diberikan. Ini bermaksud jika JPJ menghalang seseorang memperbaharui cukai jalan yang menyebabkan kenderaan tidak boleh digunakan, maka JPJ hendaklah membayar pampasan kepada pemilik kenderaan tersebut.

Hujah ini adalah bersandarkan keputusan kes Leonard Lim Yaw Chiang lwn Director of Jabatan Pengangkutan Jalan Negeri Sarawak yang telah diputuskan pada tahun 2009. Di dalam kes ini, seorang rakyat bernama Leonard Lim Yaw Chiang telah disenarai hitam dan dihalang oleh JPJ Sarawak dari memperbaharui cukai jalan kereta beliau. Beliau telah memohon kepada Mahkamah Tinggi Kuching untuk memutuskan bahawa tindakan JPJ menyenarai hitam dan menghalang beliau memperbaharui cukai jalan adalah salah. Beliau juga memohon gantirugi daripada JPJ di atas kehilangan penggunaan kereta beliau selama kereta tersebut tidak boleh digunakan kerana tiada cukai jalan.

Mahkamah telah memutuskan bahawa JPJ tidak boleh menyenarai hitam kenderaan di atas suatu kesalahan yang belum dibuktikan di Mahkamah. Tindakan JPJ menyenarai hitam diputuskan telah bertentangan dengan Perkara 13 Perlembagaan. JPJ juga telah diarahkan membayar gantirugi kepada pemohon dalam kes itu kerana kesusahan beliau tidak dapat menggunakan kenderaan sehingga terpaksa menyewa kenderaan lain.

Justeru di sini ingin dimaklumkan kepada pemandu-pemandu dan pemilik-pemilik kenderaan yang dinafikan hak mereka memperbaharui cukai jalan dan lesen memandu, bahawa hak anda dilindungi oleh Perlembagaan. Pihak berkuasa tidak boleh sewenang-wenang menafikan hak anda.

Berbalik kepada tawaran Kerajaan memberikan diskaun pembayaran saman sehingga hari ini 28/2/2011. Ingin dimaklumkan bahawa tindakan ini tetap salah. Isu utamanya ialah bukan jumlah bayaran kompaun atau denda itu RM300 atau RM150 atau pun RM50. Isu utamanya adalah, ADAKAH SESEORANG ITU BENAR-BENAR MELAKUKAN KESALAHAN YANG DIDAKWA SEHINGGA MEREKA WAJIB MEMBAYAR DENDA?

Perlu diambil perhatian bahawa untuk menguatkuasakan sesuatu peraturan dan undang-undang, sesebuah pihak berkuasa hendaklah juga mengikut peraturan dan undang-undang. Saman tidak boleh tertunggak. Jika ada yang tertunggak maka ianya bukan saman. Saman hendaklah dikemukakan di Mahkamah. Orang yang disaman (OKS) hendaklah diserahkan saman dan diperintahkan hadir ke Mahkamah untuk menjawap saman itu. Jika OKS mengaku salah maka mahkamah akan memerintahkan OKS itu membayar denda. Jika denda dibayar maka saman itu selesai dan tidak akan tertunggak. Jika saman diserahkan kepada OKS tetapi OKS tidak hadir ke Mahkamah, maka mahkamah akan keluarkan waran tangkap suapaya OKS hadir mahkamah. Maka proses yang sama akan berlaku iaitu OKS akan ditanya mangakui kesalahan atau meminta bicara. Jika mengaku maka akan diarahkan supaya bayar denda bagi saman itu. Maka selesailah saman itu. Tidak tertunggak. Jika tidak mengaku maka akan dibicarakan. Bergantung kepada keputusan mahkamah, jika didapati salah selepas bicara, maka akan diperintahkan untuk bayar denda. Selesailah saman itu. Jika tidak bersalah maka luput juga samann itu. Tidak tertunggak.

Soalannya kenapa ada saman tertunggak? Jawapannya pertama kerana saman-saman itu tidak pernah dibawa ke Mahkamah. Kedua kerana yang dikatakan saman itu sebenarnya bukan saman tetapi notis sahaja.

Saman Ekor yang dikatakan saman ini sebenarnya bukan saman tetapi sekadar notis kepada pemilik kenderaan meminta maklumat pemandu yang dikatakan memandu melebihi hadlaju. Notis ini juga disertakan tawaran kompaun jika pemilik kenderaan mengaku melakukan kesalahan. Ia dikeluarkan di bawah Seksyen 115 Akta Pengangkutan Jalan 1987 atau dikenali dengan Notis Pol 170A. Jika pemilik tidak mengaku kesalahan maka kompaun tidak perlu dibayar kerana kompaun itu hanyalah tawaran. Jika pemilik tidak membayar kompaun sepatutnya pemilik disaman supaya hadir ke Mahkamah bagi menjawap tuduhan memandu melebihi hadlaju. Kemudian proses mahkamah yang dijelaskan sebelum ini akan berlaku. Maka saman itu akan selesai dan tidak tertunggak. Masalah timbul apabila pihak berkuasa terus menghukum pemilik supaya membayar kompaun sedangkan kesalahan tidak dibuktikan. Kompaun bukan denda tetapi tawaran. Denda hanya boleh dikeluarkan dan diarahkan oleh Mahkamah. Bukan Polis dan bukan JPJ. Inilah penyalahgunaan kuasa dan peraturan oleh pihak berkuasa. Mereka bertindak melebihi kuasa yang diberikan. Mereka bertindak sebagai penghukum sedangkan tugas itu hanya ada pada Mahkamah.

Justeru kepada semua rakyat Malaysia, ketahui hak anda, jangan mudah terpedaya dengan tawaran dan penindasan. Gunakan hak anda… TIADA SIAPA BOLEH MEMAKSA ANDA MEMBAYAR SESUATU YANG ANDA TIDAK LAKUKAN. Anda Mampu Mengubahnya.

Bagaimana JPJ boleh menhalang pembaharuan cukai jalan?

1) Seksyen 17(1)(d) Akta Pengangkutan Jalan 1987 (Pindaan) 2010

JPJ berkuasa menghalang seseorang melakukan apa-apa transaksi termasuk perbaharui cukai jalan tetapi setelah JPJ BERPUASHATI bahawa seseorang ada perkara yang belum selesai dengan JPJ dan Polis.

Bagaimana JPJ hendak BERPUASHATI?

2) Seksyen 17(2) Akta Pengangkutan Jalan 1987 (Pindaan) 2010

JPJ hendaklah memberikan peluang kepada seseorang membuat representasi. Ini bermaksud JPJ hendaklah menjalankan siasatan adakah seseorang itu ada perkara yang belum selesai. Maka semua pihak perlu hadir iaitu pemilik kenderaan, JPJ dan Polis yang mengeluarkan saman. Perlu disiasat adakah saman yang dikatakan ada kepada seseorang itu betul atau tidak. Sudah dibuktikan di mahkamah atau tidak. Jika tidak maka JPJ tidak boleh menyenarai hitam. Inilah maksud BERPUASHATI

3) Seksyen 17(5) Akta Pengangkutan Jalan 1987 (Pindaan) 2010

Jika dihalang daripada perbaharui cukai jalan maka Pengarah JPJ hendaklah maklumkan kepada Ketua Pengarah pengangkutan, di mana Ketua Pengarah hendaklah maklumkan secara bertulis dalam tempoh 14 hari kepada pemilik kenderaan tentang alasan halangan dibuat ke atas pemilik. Adakah notis ini pernah dikeluarkan kepada pemilik?

Jika anda dihalang daripada perbaharui cukai jalan tanpa alasan yang sah anda boleh:-

a) Minta alasan bertulis daripada JPJ kenapa anda dihalang.

b) Minta JPJ perbaharui cukai jalan dengan segera jika alasan bertulis itu tidak munasabah dan tidak betul.

c) Jika JPJ enggan mematuhi permintaan anda, anda boleh menyaman/menuntut di Mahkamah untuk gantirugi kehilangan penggunaan kenderaan anda dan kesusahan anda kerana tidak boleh menggunakan kenderaan.

Hi again

Something small to report. Being in the communication arena, the NC has managed to keep in touch through smses and other means and have decided to hold the long delayed Annual General Meeting for 2010 sometime in June 2010. Details are being worked out and please see the Society's web site for details.

Unfortunately as stated earlier the audited accounts for 2009 have not been done up, so we will be tabling the 2010 management accounts and report on the matters that have been done.

Soon with the President's consent we will be publishing the Society's transformation plan so as to reflect the 'national' flavour of the Society.

So until then.

Calling for volunteers

Assalammualaikum and Salam Sejahtera

I am absolutely gutted with work at office so much so that I have neglected to write on this blog. I truly and really apologise for the tardiness.

Just to update the members on the National Council activities - the President and the Committee have been doing some house cleaning on the matters of the Society and sad to say that our records have not been updated at all. Not only is the accounts for the past Council not yet audited but there appears to be some 'delay' in getting it done. So much so that the Committee deliberated on whether to hold the AGM with or without the Audited Accounts for year 2009.

Please remember that the present Council was elected into office sometime at the tail end of 2009, hence it was decided then that the accounts is to be prepared by the outgoing Treasurer and to be submitted to the New Council before February 2010. That deadline has since come and gone with no audited accounts.

So the President after consulting the Council has decided to draw up a Management Account from 010110 until 31 May 2010 which will show the subscriptions collected, the expenses paid out and the balance in the accounts. We wanted to show a list of assets held by the Society but unfortunately we are unable to do so as there are no official records of same, what we have is just the word of mouth by the members on what are the assets of the Society.

On another note, the directive from MCMC (SKMM) on the changing of the repeater frequencies - is underway and the National Link will be aligned to the new frequencies as soon as volunteers can be found. Please contact 9W2LL for details.

An Update

Hi again

Sorry for not writing on this blog for a long time. The last posting was in January 2010.

This time round, I have pleasant news to report. The appointment for the liaison manager and repeater manager(s) for Perak and Penang has been settled and glad to note that they agreed to take up the mantle when we asked them. Further announcement will be on the official web site.

Registration of new members are on track. At last count some 25 members renewed their membership for 2010 and if I am correct more will be on the way. Remember to take advantage of the offer which last until June 2010.

So more good news on your society soon. A class for preparation of the RAE will be organised soon and more news will be posted on the official website.

one small step at a time

Hi

In any organisation, there will be issues - either past or future - to be resolved. The historical baggage that each member carries in dealing with the society is reflected in the manner in which they carry out their responsibilities.

In the way forward, there will be dissenting views and concurring views, which is what a democracy is all about. However in dissenting there should be decorum and there should be common courtesy to hear out the idea(s) and not to just shut it out just because we ate salt much more earlier (to use a Malay proverb) and that we lack respect for the presenter of the idea.

So my friends - we will have to take very small steps in this Society of ours and please bear with us whilst we take these small steps.

Old Wine New Bottle Syndrome

Hi

Its been a long time that I had posted something on this blog but no excuses really. Been away really been on long long leave from place of employment and happy about it.

Anyway, as you would have all known that MARTS has elected a new council in place for the 2009 2011 term. A short time considering that the term for 2009 was nearly the end.

My observation on the AGM or EGM or whatever GM is that - there are no shortage of detractors but there was a shortage of volunteers. When nominations were opened - there were only two names on the board which showed that the two were willing to work with anybody. Ok OK the two names were 9W2 GL and me. We were willing to work with anyone so much so that to show that we did not have a list. Come what may we were willing to put our shoulders to the boulder and start moving. (OK OK bad pun as GL can't put his shoulder)

Anyway - the council has had a meeting and as per gag order, I (well I am the Vice President) I can't divulge what has been decided BUT what I can do is invite suggestions and suggestions from you ham members on what you want - what sort of activities you want - BUT remember ask not for the skies as it may bring rain and thunder - hhhheeeheheh pun intended)

So - send it your suggestions - and even though you are not a member of MARTS or you are a lapsed member of MARTS or you paid but no acknowledgment of payment by MARTS - ALL ARE WELCOME.

You can post it here or on the face book group created Malaysian Amateur Radio Transmitters Society (oh I note that after the creation of this facebook group there have been others created too).

We, no, I need your feed back and your suggestions in order to formulate the schedule of events and the necessary budgets for the events and running of the Society.

BTW don't forget to support the ARDF event at Skudai Johor at the end of January 2010.

MARTS AGM

Salam to all,

Just to update you on the results of the MARTS AGM held at Ipoh on 29 November 2009.

Sad to say that the annual report was not tabled. Notes on SIG (special interest groups) were circulated and generally no comments were made on the SIG write up. Kudos to them for taking the time to put pen to paper and printing it for circulation.

The accounts were tabled and numerous queries were raised but to me personally it was all above board except perhaps the amount spent on the National Link, but then, it is something for the new Council members to think about.

For your information, the Honorary Secretary is and was incommunicado (as stated by the President) and hence the lack of the annual report and the information data base.

For your information the election to the Council raised some interesting insights, which I will share with you -

(a) Not everyone seems keen to sit on the Council, as evidenced by the lack of nominations. According to the President , no written nominations were received. (I am guilty of not submitting)

(b) Despite all the criticisms thrown at the Council, no one is prepared to take up the baton (well except for 9W2GL and me) and do the necessary for the betterment of the Society.

Anyway, that is my personal view - members in benefit may have some issues with it as there are commitments and committments.

The line up for the term until the next election AGM in 2011 is:-

President - 9W2GL Wan Morhisham Mokhtar
Interim Secretary - 9M2CJ - Thiam Ming
Interim Treasurer - 9M2NCL - Andre Ng
Members - 9W2AA, 9W2LL, 9W2XYZ, 9W2CP, 9W2CW and 9w2SBS.

The reason for the interim status of the Secretary and Treasurer is that for purposes on getting the hand over done as soon as possible.

The President will call for a Council Meeting to set up the Bureau's and the allocation of responsibility and importantly the setting of individual council members Key Performance Indicators leading to Key Result Areas.

So members of the Amateur Radio community - lend us your hands and your support so that we can make the Society relevant to the community as a whole and take the lead in providing for the members.

Amateur Radio

Welcome to the wonderful world of Amateur Radio. It is many different things to the individual three million plus people throughout the world who enjoy this multi-faceted communications hobby. Amateurs communicate with each other by transmitting voice, Morse code, digital modes, pictures and even video signals. Below is a summary of how it began and has kept with the times to remain an enjoyable leisure time activity.

The image of Amateur radio has long since transcended the ‘older’ bearded individual who sits in a room filled with big black boxes full of glass tubes glowing in the dark while talking to people in a strange language. The sound of strange beeps from a brass key used to complete this picture. While this can still be seen, a brave new world of Amateur Radio has now emerged.

New Amateur Radio

Today’s Amateur Radio is a world of modern communication and experimentation and has had a new lease of life since the regulations were changed in 2005 to remove Morse code and create the new “Foundation License”. Since then, the hobby has been rejuvenated and has been taken up by many young children and others who in the past would never have been able to participate.

The modern Amateur is a person whose life has seen the impact of Internet, Television, Ipods and the Space Age. The modern amateur has also evolved with digital radios and modern methods of communication while still retaining the classic appeal of the “wireless”. It is a hobby that has survived the industrial revolution and the electronics age and continues to grow with a unique appeal.

Experimentation

It is the only hobby in the world which allows its participants to communicate and experiment and learn new skills in the process, while learning the “art” of Radio Communications. Many advanced Amateurs experiment with Digital Communication, Using Computers & Radio to complement each other by harnessing the power of the internet and almost all Amateurs are involved in some kind of “Home Brew” projects. Most Amateurs are involved in their local clubs and keep themselves busy with club activities. They organize and take part in field events and “sporting” activities. Most Amateurs are involved in something that interest them and find endless rewards from being part of an inexpensive hobby which has no age barriers.

Increase Your Knowledge

This unique hobby also helps in developing people’s abilities in many ways. The nature of the hobby results in an increase of knowledge in geography, science and mathematics. One tends to acquire a flair for good communication and have the opportunity to network worldwide. One also gets to appreciate and understand cultural differences and get a better understanding of the worl

Upcoming AGM

Just a reminder that today is the last day of submitting your nominations for the council members. If you have not received the notice that means that you are not a 'member in benefit' for the past two years i.e. your subscription lapsed in 2007.

Members who paid their dues for 2008 are eligible to attend the AGM but not eligible to vote. Only those who have paid their dues for 2009 are eligible to attend and to vote. 2008 members are also allowed to nominate their candidates to stand for election.

In any event, MARTS will be opening a booth which will enable you to pay up your 2009 subscription. The notice is clear on the matter.

Anyway see you at Ipoh Country Club Ipoh for the AGM and lets hope that all will be well.

He is currently an Assistant Professor at the dept. Mechatronics Engineering, International Islamic University Malaysia. His fields of interests: Instrumentation and Measurement, Robotics, Sensors and Actuations. He has given many workshops and trainings on Robotics and Instrumentation. He was one of the organizing committee of the International Robot Olympiad 2008. He is an active member of IEEE Instrumentation and Measurement Society Malaysia Chapter.

MARTS OVERDUE ANNUAL GENERAL MEETING

This is what I heard over the long awaited Annual General Meeting of our Society.

The date proposed for the AGM is 29 November 2009 (so guys and gals book the date in your PDA, Iphone, diaries) Venue will be in IPOH PERAK.

Part of the agenda for the ELECTION OF COUNCIL MEMBERS.

God forbid, but in the event the audited accounts have not been prepared, the meeting and the election will still be held. (How on earth is the new committee going to function and why should it accept the liability is something that the present council members to think off).

MEMBERS WHO ARE DEEMED ELIGIBLE TO ATTEND AND STAND FOR ELECTION DURING THE AGM ARE THOSE WHOSE MEMBERSHIP IS CURRENT UP TO 31ST DECEMBER 2008. PROOF OF SUBSCRIPTION PAYMENT IS REQUIRED FOR YEAR 2008 THE PRESENT COUNCIL WILL NOT BE PROPOSING ANY NEW COUNCIL MEMBER LINE FOR TERM YEAR 2009/2010.

I just heard from a very reliable source that

"the President of MARTS will be calling for a Council Meeting on Friday 23 October 09. At this meeting they will decide the date and place of AGM (Probably Sunday 22 Nov. ) The earliest they can have the AGM is sometime in Nov 2009 provided Hari Raya Haji holidays is not the excuse to delay further."

So guys and gals and (not forgetting the SWL's) renew your 2009 subscription if you want to have a say in the running of the society.

Heard over the RKK

Hi,

Since the RKK was reactivated, I have heard a lot of chatter that, well to say the least, very interesting.

A couple of stations were trying to communicate with each other through the repeater at very low power and they were saying that is how it should be done.

Well, guys you are wrong - the principle of low power and furthest range is not to be on the repeater, it is for the HF circuit err when you are DXing on HF yes but not on the repeater.

So guys stop it your low power will only cause the 'cicak' to appear and you will not trigger the repeater ALSO DO NOT transmit a HIGH power too - use just enough for you to be able to be understood.

Ham Radio Operators Supports Disaster Relief

Subject: Ham radio supports disasters

A severe tropical storm in The Philippines and earthquakes in Indonesia have seen radio amateurs providing emergency communications and other relief and recovery assistance.

Philippines Amateur Radio Association (PARA) President, Dr Joey Panganiban DU1BP reports that a tropical storm named "Ondoy" hit the Philippines five days ago creating a tragic calamity with hams swinging into action to help.

Joey DU1BP said, "We have mobilized our amateur radio clubs for the relief operations. The frequencies of 7.045 MHz have been used for general announcements while 2-metres FM is for our community operations."

The disaster has affected more than two million people and the death toll is headed for around 300.

Joey DU1BP said, "All amateur and civic radio clubs are now on operation in Metro Manila under the guidance of the National Telecommunications Commission and PARA." He said the PARA Secretariat has been designated to receive donations and soliciting donations both in kind and cash for the victims.

Joe DU1BP said, "What the evacuees need is food that are ready to eat (those without much preparation) such as canned goods, noodles, rice, bread, coffee, milk, sugar, salt and water."

"They also need medical attention and medications needed for cough, colds, fever, diarrhea and vitamins. These items will be repacked and given direct to the recipients, using community officials as contact points."

Meantime a powerful earthquake rocked western Indonesia on Wednesday, trapping thousands under collapsed buildings and triggering landslides. At least 75 people were killed on Sumatra island after the 7.6 on the Richter scale earthquake strike.

In a brief message just hours after that disaster from the Organisasi Amatir Radio Indonesia (ORARI), received by IARU Region 3 Disaster Communications Committee Chairman, Jim Linton VK3PC, it has been confirmed that hams are involved there too. Wisnu Widjaja W1SNU/YB0AZ reports "We are active on the field now to support the emergency Communications in West & South Sumatera, Indonesia. Now, we are using 2-meters and 40-meter band."

More information can be expected in coming days. However no reports so far of amateur radio emergency communications in the Pacific as a tsunami hit Samoa leaving trail of death and destruction.

On another note - RKK is down and efforts are being made to repair the old lady - thanks to the efforts of 9M2CJ our repeater manager.

There is still no news from the Central Council on the AGM and so I guess we shall wait for the deregistration if they do not move their rear quarters soon.

This may be a bit late but then better late than never.

The Malaysian Communications and Multimedia Commission (SKMM) will be holding the second Morse Code Test for the year 2009, pursuant to Regulation 26(2) of the Communications and Multimedia (Technical Standards) Regulations 2000. MARTS AGM

Hi,

As you would be aware, I had made a call for the members to convince the National Council to hold the Annual General Meeting for the society which incidentally is long over due.

The society is what we make it and what we want it to be. I truly would be sad if through the inaction or omission we allow the society to be de - registered just because we fail to hold the AGM. I also understand that the reason for not holding the AGM is related to the accounts which unfortunately has not been prepared and audited.

Why this sorry state of affairs has come about is any one's answer. Were we remiss when we elected the current council to hold office and were they remiss when they appointed the Treasurer? Well to me that is water under the bridge and no use in crying over split milk. The deed has been done and now we have to rectify it.

However, for me NOT to hold the AGM and comply with the constitution smacks of irresponsiblity. You may say that it is easy for me to say so when I do not know the pressures and limitations of the Council - and yes I heartily agree with you. It is easy for me to say so but it takes guts to say it in public and request for it to be done.

So gentlemen, please hold the AGM, if the accounts are not ready so be it. Hold the AGM to have the election of the new office bearers, Hold the AGM so as to comply with requirements of the law, HOLD the AGM so as not to cause the honourable society to be de registered.

My sentiments on it has been made known at the last AGM held in Bachok Kelantan, though it was not reported in the minutes. My motion to censure the Committee too was not recorded but that is past and my sentiments still remain the same. I am passionate about the society and I recognise the sacrifices made by my predecessors in setting up the society and in running the society.

So please Mr. President and Mr. Honorary Secretary, issue the notice to call the AGM and if need be the sole agenda would be to hold the election for the office bearers.

Launching of MARTS Central Office

This is to announce that we MARTS Central will be holding a buffet dinner at Friendz Restaurant Millennium Square Section 14 Petaling Jaya in commemoration of the opening of the office. Whilst the office belongs to 9W2GL and 9W2WAN- they have consented to us operating from there. It is anticipated that the office will be a place for the members to drop off their membership forms, renewals and what not. Please note that this will be collection point only as we do not have the permission to accept any payments from the National Council yet.

Seeking your support for a new MARTS

Hi All,

The clarion call to action has been made. The time for change is at hand. It is time for us to grab the bull by the horns and time to walk the talk.

What is this all about? You may ask. I am referring to the deplorable state of the affairs in our National Radio Amateur Society - the Malaysian Amateur Radio Transmitters Society (MARTS).

I was informed (correctly or otherwise) that the reason the present council took over the administration of the society as they believed they could do a better job and that they had the expertise to do so. From what I have seen - some of the council members are doing a good job and some of them - please stop warming the seats, get off it and make way for new blood.

Imagine to my delight to get a newsletter from MARES through the post - what happened to the promised news letter from MARTS?

So, ladies and gentlemen, AA holders and SWLS, and all members of MARTS, this is what I want to do and I need your help to do this.

Convene an EGM of MARTS - elect an INTERIM COMMITTEE with the sole purpose of reorganising the society;
give the INTERIM COMMITTEE a time frame of 9 months 10 days (why 9M10D is because that is the period for us to gestate to become a human being) to reorganise the society.
An amensty of one years subscription for 2009 be granted,
all previous MARTS members be granted an amensty for all unpaid subscription for previous years.
Collect 2010 fees and issue receipts and membership cards.
Redraft the constitution,
organise one activity (I say organise a fox hunt cum meet the members session)
seek approval from the Registrar of Societies to hold the AGM on or before the due date.

In order for this to happen, I will need 30 MARTS members to sign a petition calling for an EGM which needs to be submitted to the National Secretary and to the Registrar of Societies, with information to MCMC. I humbly seek that out of the 30 members 10 must be holders of A class i.e the 9M's.

Should the National Secretary fail to call the EGM, we will then seek the approval of the ROS to hold the EGm in Selangor.

Donation/Collections for repair of RKK

Hi All,

I have been informed by our Repeater Manager 9M2CJ that the team has managed to determine the transmission fault of RKK and the cost to repair the fault would be around RM450.00. As your Central Committee is not in a position to pay for the repairs (you know why lah - Central Committee cannot collect funds from members - National Council tak bagi meh) 9M2CJ has suggested that we pass the hat around to collect donations/grants/sedekah/contributions in order to pay for the repairs.

So collections will be held at our usual watering hole at Maulana and Warisan Maju at TTDI. I am informed and sincerely believe 9W2AXE will be in charge of collections and I do hope you contribute generously.

Why not wait for National Council pay for it? If you ask that question then I guess you do not know the answer to it. All I can say to those who ask the question is "IN YOUR DREAMS". No offence meant but that is the reality of it.

So do donate and please do not make any comments or criticisms on the matter.

Our friend intends to do a International Light House Ham Radio Weekend and he has prepared the paper below for your attention.

Purpose:

i. This event is not a contest, there are no prizes or any other enticements to participate and is therefore free of charge.

ii. To promote public awareness of ham radio and lighthouses in Malaysia.

iii. To acknowledge the contribution and recognition of the lighthouses and their keepers.

I thought just maybe I should post some other items than just about the amateur radio issues so I am posting this for your reading pleasure.

In case you are unaware, my other blog 'my ramblings' has this series in the offing so here goes nothing -

Just to continue the 'Now you are a Manager' series, I have decided to mix it up with a pamphlet that I produced in my previous working life entitled Leadership in the Office. It is not a dogmatic approach to leadership but I hope it will inspire discussion on the matter.

As it is, developing leadership is not cheap, the amount of money needed to attend such courses is exorbitant and yet our bosses expect us to have it and implement it.

So here goes - the first article in the series of many (I hope)

Foreword

Leadership is not a black art. It can be learned, practised and polished by anyone who is prepared to make the effort. In that sense it is no different to other professional attributes required in your field. If you want to get better at it - you have to spend time on it and at it.

There are many of us who could improve our leadership in one way or another. You might find it heldful to read this pamphlet when you join a new organisation, are promoted or take on new responsibilities. Six months later it may be worth having another quick read to help review and refresh your leadership knowledge. It might also be able to give you personal guidance if you are confronted byu a particularly difficult leadership challenge.

Improved leadership leads directly to improved effectiveness. we have recognised the gains of the Scientific Revolution, the Industrial Revolution, the Social Revolution and the Computer Revolution. The next step up in performance needs to come from a Leadership Revolution.

The 2009 IARU HF World Championship Contest takes place the second full weekend of July, beginning 1200 UTC Saturday and ending 1200 UTC Sunday (11-12 July 2009). Both Single and Multi operator stations may operate the entire 24-hour period.

All licensed amateurs worldwide are eligible to participate in this contest. The objective of this contest is to contact as many other amateurs, especially IARU member society HQ stations, around the world as possible using the 160, 80, 40, 20, 15 and 10 meter bands. Multipliers are the total number of ITU zones plus IARU member society HQ stations worked on each band (not mode). Thus, your Society's HQ stations participation are very important for the multipliers. Last year, we had 10 societies participated in the contest from Region 3, and I hope to hear/work more HQ stations from our region this year.

IARU officials represent a maximum of four multipliers per band (AC, R1, R2 and R3). Our two regional AC members have the option of using "AC" or our regional designator "R3". Regional EC members who are not AC members must use our designator "R3".

Testing and Commissioning of Fox Equipment

Hi,

Just to inform you that your Local MARTS Committee has managed to build 5 foxes and pending some last minute upgrading on the antenna wire by our technically minded 9W2GU, we will be ready to test and commission the ARDF equipment sometime in June 2009 at a location to be made known later.

In conjunction with the testing and commissioning of the ARDF equipment, your local Committee will be having a BBQ and makan-makan event. Perhaps we may have it before the sitting of the RAE or perhaps after the results are known but then again (i.e. the testing and commissioning and BBQ) that is still in the planning. With the current heat wave expected to last until the end of May 2009 and for health reasons - we may have it in June.

Kebelakangan ini ramai bercakap tentang perlakuan ham yang tidak mengikut SOP.

Mengikut Mr Beattie, wakil Region 1 ke Mesuyarat IARU Administrative Council di German pada Jun 2008, terdapat persepsi bahawa Operating Standard telah dirosakkan oleh:

(1) sebilangan kecil [ham] yang "suka buat bising,"
(2) sebilangan ham yang beranggapan sesuatu frekuensi itu milik mutlak mereka sahaja, dan
(3) sebilangan ham yang seolah-olah bajingan (anarchist) yang sentiasa ingin berkonfrontasi dengan pihak berkuasa.

Mesyuarat IARU Administrative Council pada 24-25 Jun 2008 mengambil ketetapan menerima pakai satu dokumen bertajuk "Ethics and Operating Procedure for the Radio Amateur" sebagai dokumen rujukan semua pihak.

Sukacita saya syorkan rakan-rakan download dan teliti dokumen ini. Banyak perkara yang tidak jelas dalam dokumen "Guidelines for Amateur Radio in Malaysia" dijelaskan dalam "Ethics and Operating Procedure for the Radio Amateur."

RESOLUTION 08-1
concerning operating standards
The IARU Administrative Council, Konstanz, June 2008,

noting that the Amateur Radio Services are services which rely on self regulation for effective use of their spectrum allocation, and

further noting that poor operating behavior adversely affects the enjoyment of all radio amateurs and does not enhance the reputation of the Amateur Radio Services,

resolves:-

that all radio amateurs be encouraged to operate to the highest levels of proficiency, with proper consideration for others using the amateur radio bands;
that the necessary effort be made by member-societies to teach newcomers and others correct operating behavior;

and therefore

endorses and recommends the principles set out in the booklet “Ethics and Operating Procedures for the Radio Amateur”1 by John Devoldere, ON4UN and Marc Demeuleneere, ON4WW, and
encourages each IARU Region to consider this booklet, with a view to adopting it, including any Regional variations that might be felt appropriate.

13. Power supplies

WRC 11

Hi all,

Just to pen down what happened at the Working Party meeting for the upcoming WRC 11.

Amongst the matter discussed were:-

Review allocations (30-300 MHz) or regulatory provisions for radiolocation services and to consider requirements for new applications;
Secondary allocation of about 15kHz to the amateur service (415-526.5 kHz)

The WP recommendations are:-

Malaysia does not support the frequency band 154-156 MHz and 138-144MHz to be allocated on a primary basis with the existing services.
Malaysia supports the allocation of about 15kHz in parts of the band 415-526.5 kHz on a secondary basis. Malaysia identifies the secondary allocation to the amateur service between 427-442 kHz.

UNIARM Relief Effort

HAM GIVING BACK TO SOCIETY - RELIEF EFFORT - POS SIMPO / REKOM GUA MUSANG PART TWO SENDING SUPPLIES 1 ST MAY 2009.

HAM members and 4x4 enthusiast are making another trip to the interior of Gua Musang Kelantan, specifically an Orang Asli Kampong known as Kg Rekom to send supplies and tools to them. On the last trip, we only manage reach Pos Simpo due to bad weather condition. We hope this time we can reach Kg Rekom which is the last and furthest Orang Asli Kampong along the route to Pos Simpo. Be prepared for the worst weather, there will be about ten fully equipped vehicles in the convoy.

For those who would like to donate items for the Orang Asli villages along the route (about 6 villages) can do so by emailing the coordinator/organisor 9W2AXE (Azhar) at 9w2axe@gmail.com.

We will be collecting items/donations on Wednesday and Thursday night in TTDI area. So far we have a lot of used clothes so we cannot accept more clothes. If there are used children's toys (not too big) or food items we can bring and donate on your behalf. Kindly check with us on space availability nearer the time. We plan to leave KL on Thursday night.

The way forward for MARTS Selangor

Hi All,

Just to share my thoughts on the way forward for MARTS Selangor.

Pending the Annual General Meeting of the MARTS National Council and subject to the new Council's sanction and permission, this is how we need to bring forward the Selangor Council.

There needs to be a permanent secretariat for the body. The current practise of hopping from one place to another, often causing inconvenience, for plans and meetings needs to cease. Hopefully with the acquisition of a shop lot at Section 14 PJ will see a more structured entity.

We also need to have a full time secretariat, where someone will be around to update the membership register and 'man the counter' so to speak where all related information can be marshalled and made available.

One of the priorities would be to update the Table of Equipment listed under the approved apparatus section on the MCMC webpage. That and streamlining the importation procedure with SIRIM. At present we are at the mercy of SIRIM. For commercial sets there seems to be no issues but for us, all sort of obstacles seems to be put up vis a vis our purchases so much so that we tend to skip the legal aspects of the importation.

Next is the updating of the membership register, i.e. the details and license apparatus end date. It would be nice also if all members were to get the membership card and sticker on time and most importantly with the relevant details on the card.

Then we can look into organising the revenue and income stream of the society. At present it relies on subscriptions only and perhaps donations. Perhaps we can brainstorm on the matter and I do have some ideas on how to raise some capital for the society but that will need a lot of work and committment from the members to make it a success.

WORLD AMATEUR RADIO DAY 2009

Amateur Radio: Your Resource in Disaster and Emergency Communication

Each year on 18 April, radio amateurs celebrate World Amateur Radio Day. On that day in 1925 the International Amateur Radio Union (IARU) was founded. In 2009, the theme of the event is Amateur Radio: Your Resource in Disaster and Emergency Communication.

It is not a coincidence that last year’s meeting of the IARU Administrative Council chose this theme. While the Amateur Radio Service has traditionally made its contributions to emergency and disaster response ever since its very beginning - almost 100 years ago - this role has since gained prominence mainly for two reasons:

The number and dimension of natural as well as man-made disasters are most unfortunately on the rise and
The modern communication technologies are increasingly complex, infrastructure-dependent and therefore also increasingly vulnerable.

The Amateur Radio Services puts two equally valuable assets at its disposal for emergency and disaster prevention, preparedness and response:

A large number of very flexible and mostly infrastructure-independent, local, national, regional and global networks, and
A large number of skilled operators, who know how to communicate with often very limited means and to establish communications even under the most difficult circumstances.

The tools at their disposal range from the most robust means such as battery-operated stations operating in Morse code to links through amateur radio satellites and interconnectivity with the Internet, in voice, text, image and data modes.

They range from local VHF networks of fixed, mobile and portable stations to shortwave networks that span the globe. All these networks are operated on a daily basis by men and women who are thoroughly familiar with their technology and their intricacies.

Telecommunications have become a commodity that society takes for granted, and the sudden loss of that service is often felt in a similar way to the loss of shelter, food and medical support.

When disasters occur in regions that do not have good coverage by public networks, or when existing communications infrastructures have just been disrupted or destroyed by such events, the Amateur Radio Service comes to the rescue.

Amateur Radio operators provide communications for the rescuers and relief workers and their organizations and they help to provide communications for those affected by a disaster.

In fact, contribution to emergency and disaster relief are a major argument for the preservation and the extension of the privileges the Amateur Radio Service enjoy in international and national regulations. This is one of the reasons why more and more Amateur Radio operators, through their clubs and their national societies, prepare very seriously for their role in emergencies.

However, their skills can only be put to use only if they are known by other first responders. Effective response to emergencies can only occur with the work of volunteers in all the various fields; from search and rescue to medical assistance and those who can provide food and shelter.

Communication skills are a new, but equally vital commodity.

Activities on the occasion of World Amateur Radio Day 2009 can be a great opportunity to spread the word about what the “hams” are doing.

Assalamualaikum dan salam sejahtera.

Mungkin selepas MAP Kramat pada 8-3-2009 ramai ahli-ahli Kramat tertanya-tanya akan apa status terkini serta perkembangan terkini Kramat.

Untuk makluman Kramat telah melepasi tahap ke 2 penubuhan iaitu MAP. Tahap pertama adalah permohonan penubuhan yanag telah diluluskan pada 20 Jan 2009.

Selepas MAP dalam masa 14 hari semua dokumen, borang, minit mesuarat MAP dan Undang-undang kecil perlu dihantar kepada pihak SKM.

Pada 16hb Mac 2009, Isnin saya mewakili ALK Kramat telah pun menghantar borang berkenaan ke SKM Selangor. Adalah dijangkakan dalam masa 1 bulan pendaftaran Kramat akan selesai. Selepas pendaftaran Kramat selesai barulah pihak Koperasi Kramat boleh menjalankan aktiviti-aktiviti yang lebih banyak termasuk aktiviti perniagaan dan aktiviti ahli koperasi.

Pada waktu ini Koperasi Kramat mengadakan program menambahkan ahli koperasi. Pihak Kramat akan melakukan roadshow ke seluruh Malaysia jika diizinkan. Setakat ini pihak Kramat telah menghubungi pihak MARES,ASTRA,PARTS,PRADAS dan PERAMAH. Jika mendapat keizinan pihak Kramat akan membuka kaunter pendaftaran dan penerangan sewaktu AGM bagi kelab-kelab berkenaan. Lain-lain kelab dan persatuan juga sedang dihubungi.

Pihak kramat mengalu-alukan sebarang bantuan oleh mana-mana ahli untuk mempromosi kewujudan Kramat sama ada melalui AGM, eyeball, majlis-majlis, atau apa sahaja yang difikirkan dapat membantu mempromosi Kramat.

As you may have known our colleague and Intruder Watch Member has been feeling poorly this past months and subsequently has an operation. Just to inform you that that our Elmer and Mentor - 9M2RS had a minor surgery to remove blood clot which reoccurred after the first operation sometime back.

It is thus with great pleasure to inform you that he is back to his jovial self alhamdulliah. He needs to *rest with the minimum of disturbance as ordered by his Doctor* and visiting him is not advised.

He sends his regards to all and perhaps we could join in prayers (in our own way) for his well being and safety.

Hi there,

You would have noticed that there has not been much news published to date for the years' activities by your committee and yes, we have some things planned but we need to firm it up with the powers that be (SKMM) and yes, it is related to the National Council's term of office expiring soon.

As with any transition of power, there would be a lacuna in activities from us. This is pending a direction statement from the governing body. We do not want to be in a position whereby the new Council decide to disband the current set up of having state bodies (without the powers and authority to speak for the National Council) whereby the sponsorship arrangements, donations and support pledged would have to be renegotiated. As it stands we have a few pledges of financial support for the activities planned (provided it is under the MARTS banner) and from the minuscule funds that we have (collected from the sale of T Shirts, Stickers etc) it would be better to conserve the funds and pledges until we have a clear direction of where the National Council is going to be and what is it directions.

However that should not stop any of the members from individually organising the activities. Do note that the ARDF community has set up some activities lead by our Premier Fox Hunter in Penang.

ARDF Year 2009 - What's in-store

Hi fellow ARDF hunters,

Year 2008 was quite an interesting year for ARDF in Malaysia.

We had quite a number of field activities which many were carried out successfully on self-volunteer basis. The interest in this sport has certainly gained momentum. Often we will hear of clubs and societies putting Fox hunt as one of their future activities.
As a wrap-up, ARDF activities in the form of technical workshops or hunts had sprung up not only in Penang but also in Wilayah, Segamat, Malacca and East coast of peninsular Malaysia.
(a little birdie told me and my apologies if I left out any other ARDF events )

Ah! There was an international event which I had the opportunity to participate. The 14th World ARDF Championships held in Hwaseong City, South Korea. A real eye-opener.

So much for Year 2008.

Now, Year 2009 is here. We need to consolidate our individual efforts to boost the ARDF activities in Malaysia. It is a healthy sport where more participants the merrier! Either way, you still need to hone your individual skills and depend on your two legs to carry you throughout the game. Since we are quite a scattered group (some quietly budding in some nooks and crooks), we need to come together as an ARDF community.

There is no need to form another club or society and get bogged down with unnecessary paperwork. Either way we boys ( and gals ) just wanna have fun!

Since I have already have a self-sponsored web site "www.MyARDFSport.com" dedicated towards ARDF activities, I volunteer to continue promoting ARDF activities in Malaysia. Would appreciate if you could contact me via email, so that I can get in touch with you on these activities. If you have any news or activities concerning ARDF in your club/society, I would like to hear from you.

The New Year and what it holds

Hi All,

Welcome to the New Year and thanks for your support. I have been thinking hard on how to make the hobby relevant to the community. First of all, I think we should emphasise on publicising what the amateur radio can offer to the community. In a nutshell, I am thinking of 'marketing' the hobby. For that to happen I would need to have a publicity chief to plan out the strategies and carry out the strategy - any volunteers?

After having the publicity - we would then need to have something to keep the members (current and future) interested in the hobby. I know you would say that if they are interested in the hobby they will remain faithfull to the hobby - but there must be something that keeps them interested and how do we do it? any comments on it.

So for the year 2009, we would hold some refresher classes for the members - say Standard Operating Procedure - HAM ethiquette, the Fox Hunt and upload more relevant information on the hobby on the net.

Last but not least, I note with pride that MARTS National had launched the MARTS RACES set up in Sintok Kedah. How I wish someone would enlighten me and the gang here just what is MARTS RACES is all about. Its not enough to state that it is about Radio Amateur Civil Emergency Services - we need to know what sort of Civil Emergency Services and the how the what and the who - basically what do we do and how can we help?

Thanks for the year 2008

Hi All ,

What a year it has been. The Selangor Kuala Lumpur and Putrajaya Branch of MARTS came up with the Selangor Open 2008 Fox Hunt. Thanks to the technical assistance of the Penang Fox Hunt Community for the technical support. Thanks also for the participants who participated and for those that turned up to show their moral support for the event. On behalf of the Committee I wish to thank all our donors and supporters for your support.

We also managed to scrape through on the education front by organizing some classes for those that were going to sit for the RAE at MCMC. Those that passed congratulations and for those that did not make it - try again - pick yourself up and retake the examination.

On a high note the amateur radio group managed to cast aside their differences and came up with the Annual Reunion Dinner. The event that was held in Port Dickson was a success considering that it was organised by some real green horns. You really made the last few months of 2008 a real memorable one. Knowing new friends, bonding friendship, having so much of fun.

I am also taking this opportunity to thank everyone for joining the events organised either by MARTS or the other amateur radio clubs.

For 2009, the Selangor Open Fox Hunt will be held and I hope to make it an annual affair with more members taking up the sport - who knows we may get the relevant government department to sponsor a Malaysia Closed Competition and then a Malaysian Open with the winner getting to compete internationally. For that to happen we would need to show that there is an interest and that there is a need to develop further the hobby

I would like to express my heartfelt thank you to the MARTS National Council for their assistance and guidance, MARES for the cooperation and the gang for their help in organising.

And of course last but not least to all of you...all the ham members out there. Without all your support, this group will not even lasted. For those that has never join in any activities, do make a resolution for 2009 to join in our activities and lets have fun together.

Kindly forgive me should there be anything that I've done wrong. And I hope that you guys could bear with me... as I am also learning from all each day. I always welcome feedback for improvements on the activities and group.

Lastly I would like to wish everyone a very HAPPY NEW YEAR and wishes all very best in Health, Joy, Love, Peace and Happiness in 2009 and all the years ahead.

Hi All,

The event ARRD 08 was held and it was great to see the members of the community there, enjoying themselves. Yes, there were shortcomings and faults but kudos to the organising committee for thinking of the idea and executing the idea. We must remember that the event director was in Port Dickson but half, nay more than half, was located in KL, PJ, Johor Bharu and other parts of the country and what with the salt mine obligations that had priority - so in short, good work guys and gals. To you a salute and many thanks from me.

We will have a post mortem on the event - when and where remains to be decided but it will be done either electronically or in person.

Now to move on to other activities, your committee in Selangor will be having a meeting on the 31st of December 2008 at 9W2GL's location to discuss the matter. There will definitely a fox hunt sometime after the Chinese New Year and this time (insyallah) be better organised. So see you there.

On another note - your subscriptions to MARTS will expire on 31st December 2008 so if you wish to be a member please make arrangements to pay your subscriptions to the MARTS Treasurer via on line or snail mail.

Just to update you on the progress of the upcoming ARRD at Port Dickson - 290 ham members have signed up (as at 1.12.2008) and trickling in. Inform your friends on the matter as they are still accepting entrants. Now it is at RM50.00 per license holders and RM15 for the family members.

At last count - there are 38 volunteers for the event and they are also paying to attend the event - so lets give them a round of applause for their effort and spirit of volunteering.

By the bye - to those that intend to take the RAE this coming December - why not attend the gathering also and see if you can pick up some knowledge which MAY enable you to pass the RAE.

GUIDELINES ON IMPORTATION OF RADIO EQUIPMENT FOR PERSONAL USE

for the importation of New Radio's. I append below the current guidelines on the matter. "Import of New Radios

Last Updated Monday, 13 August 2007

In the past, amateur radio operators in Malaysia lacked of guidelines on purchasing radios.

Discussions between MCMC, SIRIM Bhd, and MARTS have drawn up a set of procedure to obtain import license or better known as Approved Permit (AP). The society advocates that all members should enjoy this privilege of operating with radios. Further more, the sets
can be imported free of duty.

As you know, amateur radio transceivers used by hams have to be imported through the proper channel and method. Some of us may still not know how we can purchase a radio which has been approved for our use with the proper permit.

SIRIM was charging RM150 for the AP of each amateur radio transceiver, and RM30 for the standard processing of the application (4 working days); or RM60 for express 1 day clearence processing.

In early 2005, MARTS Council Member for Public Relations & Publicity, Dato' Muhammad Ismail, 9W2IL, and the MCMC regional representative got together with SIRIM to discuss the issue of the fees to be charged. The following outcome which resulted much to our benefit came about. Listed below is how a ham with a valid Apparatus Assignment certificate can apply and import a radio:

- Fill in Borang JK 69 (Pin 1/2000) form (this customs import form can be purchased from the government printer or some bookshops).

- Follow the list of approved radios as published in the MCMC website on Amateur Radio Equipment List.

- Include photocopies of:
- Applicant's Apparatus Assignment certificate
- Applicant's identification (eg. identity card, passport)
- Brochure/catalog of the intended radio to be purchased/imported
- Submit to the nearest SIRIM office. There will be no import license (AP) fee charged, and the applicant has to pay only the RM30 processing fee. Approval can be obtained within the same day, or next working day.

- With the AP, the applicant can either import or carry the radio in to the country. Clearance with the customs will be done with the showing of the SIRIM's AP.

Customs code for amateur radio transceiver: 852520200

Note: It is of the understanding that the import of the radio will be used solely by the importer/applicant, and not for resale purpose. Should an importer wish to sell/present the said imported radio to another ham, accompany the sale with a transfer note and a photocopied of the AP to the new owner. Amateur radio transceivers are to be used on amateur radio bands by
radio amateurs who posses the valid Apparatus Assignment certificates issued by MCMC.

Hi All,

The members of the community have sat down and are contemplating an Amateur Radio ReUnion Day (ARRD) to be held sometime in December 2008 in Port Dickson. The brain child of 9M2PD who misses the camaraderie and friendship that was evident during the Annual General Meetings in the past.

So let all support the event regardless of our affiliation and regardless of our personal feelings and lets all try (the key word is 'try') to forgive what happened in the past . At the inaugural meeting it was decided that the respective heads of the organisations and clubs be responsible for collecting the amount to be paid and the respective heads would be channelling the monies collected to the Organising Chair.

The tag line for the event is "Amateur Radio Reunion Day (ARRD) Celebrating 80 years of Amateur Radio in Malaysia" (which incidentally for the correct minded amongst us is Malaya and Singapore). So - lets give it a go, make a date and see you there.

The event is tagged as 'A REUNION TO REMEMBER' and will be held at Port Dickson, (actual venue will be announced) on (tentatively 13th and 14th December 2008. The Reunion Day is planned as such to be a place for all hamsters (SWL's included) to meet up and celebrate 80 years of doing it on air.

15-10-2008: COO Sharil expected to be named new chairman of MCMC

KUALA LUMPUR: The country?s telecommunications regulator the Malaysian Communications and Multimedia Commission (MCMC) is expected to announce the appointment of its chief operating officer (COO) Mohamed Sharil Tarmizi as its new chairman this week, sources said.

It is learnt that current chairman Datuk Dr Halim Shafie is retiring from his position today. Halim succeeded Datuk V Danabalan as the chairman in 2006.

Halim?s retirement will pave the way for Sharil to become the regulator?s fifth chairman. He was appointed COO of MCMC in June this year and has also been a commission member of MCMC since May 2006.

A barrister, Sharil first joined MCMC in 2000 as a general manager and senior adviser in the chairman?s office. During his tenure, he was credited with leading new development initiatives that included development of convergence legislation in Malaysia, licensing migration to a convergence framework, third-generation mobile systems and self-regulation in the communications and multimedia sector.

He left MCMC in 2006 to join financial advisory firm BinaFikir Sdn Bhd, which was acquired by Malayan Banking Bhd in August. He was the executive director and head of strategy in BinaFikir prior to returning to MCMC to take up the COO position.

Sharil?s industry experience includes roles on the Internet Corporation of Assigned Names and Numbers (ICANN), where he was the immediate past chairman of the government advisory committee and a board member of ICANN for four years.

The California-based ICANN is a non-profit organisation founded in 1998 to oversee Internet-related tasks, which had been performed directly on behalf of the US government. These include assigning domain names and Internet protocol addresses.

AMENDMENTS TO THE MARTS CONSTITUTION

Hi again,

My last posting seems to generate some 'special' remarks from interested parties. So to keep the matter in perspective, i will try to get in touch with the powers that be at SKMM and our friends there on what is happening so that i can put in on the blog.

This time though, (i wonder if it is another controversial area) on the subject of amending the constitution. I recall there was a move towards amending the constitution and that the Registrar of Societies Malaysia rejected the proposed amendments.

Perhaps you could give me your suggestions on what areas of the constitution should be amended or reviewed or we just keep it in the present form?

what say you? let me have your ideas on the matter

Selamat Hari Raya Aidil Fitri to all celebrating the festival, but then don't we all in Malaysia celebrate the festivities together. From the bottom of my feet to the ends of my split hairs, I humbly seek your forgiveness for any mistakes that I have done, any hurt feelings that I may have caused intentionally and unintentionally. Hi again

The small gathering held in remembrance of our departed 9M2DS was held last Sunday 21 September 2008 was a success. Thanks to all that attended and participated. The early thunderstorm had us worried as the food and logistics were unpacked from the transporters. The sun came out and all was well, in fact the cooking was right down the line... finishing at exactly 1830H.

Thanks to all for your help in preparing, cutting, chopping, marinating and cooking the food. Your support was overwhelming and heartening to see.

Last but not least - thanks to those that attended - your presence is very much appreciated by us and Pak Dollah's family.

1830 - 1900 - Tahlil - Yassin reading and Tahlil for HAM members who have departed and left us.
1920 - Breaking of fast - tea/coffee/sirap limau, kurma, and bubur lambok (and other pot luck items) followed by Maghrib Prayers
1945 - Dinner - white rice, gulai kawah, ayam goreng, sayur campur, air teh/kopi/sirap limau (and other pot luck items)
2030 - End - Free and easy, PHOTO season so please try to stay back.

We will be organising a small tahlil and berbuka puasa this coming week. The tahlil will be starting around 6.oo pm ends around 7.00 then we have the berbuka puasa followed with Maghrib prayers then makan and socialising or networking or just getting to know each other. Expected time to bersurai is circa 8.00 p.m. For those that want to continue the socialising they are welcome to stay on and chit chat.

Location will be made known soon and GPS coordinates will be given.

Dear Friends

Today we said our farewells to Pak Dollah 9M2DS our mentor and friend of MARTS Selangor Kuala Lumpur and Putrajaya aka Central. On behalf of the committee, selamat pergi Pak Dollah, we will all miss you and thanks for accepting the position as Chairman of our Council of Advisors. Your input and assistance to the Committee was very much appreciated. We missed your presence at our inaugural fox hunt but your scouting spirit was greater.

Pak Dollah was the quintessential radio amateur enthusiast - the way he upholds the code and his patient tutoring to those that sought his advice. He was a human being with his faults and all but never did he utter a harsh word to the newbies who needed correction. His way was to guide and educate.

9M2 DS so long mentor, friend and beloved father figure - May ALLAH lay HIS blessings on your soul.

His quarterwave antenna design (which was claimed by others as their invention) assisted many members when their antennas were lost, broken or stolen.

Pre and Post Merdeka - Where are we?

I picked this up on an interesting blog which I think is relevant for us to think about. Please note I do not express any opinion on the statements made. Just for us to think about the matter and perhaps look into the mirror and change the man in the mirror.

1952 – 2008 APAKAH PENCAPAIAN KITA?

Sempena bulan kemerdekaan. Saya ingin membawa anda dulu...kini dan akan datang.......

Kita semua tahu Radio amatur telah mula bertapak di negara ini sejak awal 1928 lagi. Pada 1947 Persatuan Radio Amatur Perak diujudkan dan pada tahun 1952 Malayan Amateur Radio Transmitters Society didaftarkan.

Pada hari ini kita dengar ada setengah pihak yang melaungkan kami telah lama bertapak disini sejak tahun 1952 lagi. Kami juga di iktiraf oleh pihak IARU sementara yang lain-lain itu tidak. Kalau sekadar hanya melaungkan cogan kata kami diiktiraf namun jika tidak ada perancangan dan pembaikan maka apalah ertinya pengiktirafan itu.

Apa kah dengan mengatakan atau melaungkan ini kita semua sudah merdeka kita kena lihat apakah yang telah berlaku sepanjang tempoh tersebut kalau saya tanya siapa kah orang yang bertanggung jawab membawa organisasi tersebut ke IARU siapa yang tahu? Sebelum kita melakukan sesuatu perkara kita harus mengenal sendiri diri kita dan mempelajari sejarah penubuhannya dari orang-orang yang berpengalaman. Kemana arah tuju kita? Adakah kita sudah selesa dengan apa yang kita kecapi sekarang ini.

Permohonan Lesen Kelas B di buat seawal tahun 90han satelah naik turun beberapa kali berunding dengan pihak atasan akhir nya Lesen Kelas B diluluskan. Lesen Kelas B mula di perkenalkan pada Jun tahun 1997. Walaubagaimanapun Kelas B pada ketika itu hanya dibenarkan menggunakan frequency 144Mhz dengan kuasa pancaran sebanyak 10 Watts sahaja.

Pada hari ini 9Ws boleh bekerja di :

28Mhz, 50Mhz, 144Mhz dan 440Mhz sedangkan kita lihat negara-negara maju yang lain sudah maju kehadapan. Adakah kita ingin melihat jiran tentangga kita maju kehadapan namun kita masih lagi di takuk yang lama. Dengan kehadiran internet di seluruh pelusuk negara sudah pastinya orang lebih selesa denganya mengapa susah-susah mengmbil ujian RAE. Saya percaya jika kita semua tidak mengmbil langkah-langkah tertentu perkembangan Radio Amatur di negara akan menjadi malap dan kabur. Kita harus peka dengan apa yang berlaku di luar negara.

Kita faham kemungkinan besar yang menarajui sesuatu organisasi mempunyai sedikit pengalaman dan pengetahuan. Saya sendiri telah mengesyorkan agar organisasi berkenaan membina satu badan penasihat”advisory council” tujuannya ialah untuk menasihat pihak pentadbiran persatuan berkenaan. Namun amat malang sekali sehingga kesaat ini perkara ini tidak di praktikan.

Mengapa kita semua (semua organisasi Radio Amatur) tidak mengambil langkah-langkah tertentu saperti contoh dibawah ini:

1. Bagi pemegang AA 9Ws selama 2 tahun keatas. Di berikan pengetahuan SOP dan practical bagaimana menggunakan alat HF selama satu atau dua hari satelah itu benarkan mereka-meraka ini menggunakan frequency 1.8Mhz , 3.700Mhz dan juga 7Mhz.

2. Yuran pendaftaran untuk mendapatkan AA sebanyak RM60.00 di mansuhkan.

3. Yuran RM36 untuk AA Kelas A diturunkan menjadi RM10.00

4. Yuran RM24 untuk AA Kelas B diturunkan menjadi RM5.00

5. Sementara warga emas hanya perlu dikenakan sekali sahaja Yuran pendaftaran dalam seumur hidup. Yuran pendaftaran sebanyak RM10.00

6. Mengesyokan kepada pihak berkuasa agar diberikan ”Grant” kepada persatuan-persatuan radio bagi pembangunan ( ”development”) Radio Amatur dinegara kita.

7. Mengesyorkan agar ujian RAE dijalankan dengan cara yang lebih mudah ia itu. Sesiapa juga yang ingin mengmbil ujian sesudah mencukupi syarat-syarat yang ditetapkan oleh SKMM. Beliau hanya perlu pergi kemana-mana pejabat SKMM disana ada beberapa komputer khas untuk ujian RAE dan mereka boleh mendudukinya secara terus. Perkara ini telah di praktikan di beberapa buah negara.

8. Mengesyorkan agar pembahruan AA dilakukan secara online. Hari ini kita hidup dizaman ”MULTIMEDIA” namapun Suruhanjaya Komunikasi Dan Multimedia maka amat tepatlah jika sekiranya perkara ini dilaksanakan.

Perkara-perkara ini telah saya syorkan secara bertulis kepada pihak SKMM pada Februari 2005 dan saya sekali lagi mengajukan perkara yang sama pada Ogos tahun 2008 melalui perjumpaan rasmi dengan pihak berkuasa SKMM. Saya harap pihak yang menarajui mana-mana persatuan supaya tampil kehadapan dan buat sesuatu bagi memajukan industri Radio Amatur di negara kita.

Tahukah anda semua Negara-negara maju yang lain contohnya US dan UK fees untuk lesen radio amatur telah dimansuhkan. Telah bertahun-tahun saya laungkan perkara ini namun saya amat kecewa sekali tidak ada sokongan dari badan yang lain sementara pihak berkuasa pula tidak proaktif dalam hal ini. Apa yang saya lakukan bukan untuk diri saya atau untuk satu organisasi sahaja namun ianya untuk kebaikan semua warga HAM di negara ini.

Wahai warga-warga Ham yang menerajui sesuatu organisasi bangun lah dari tidur ANDA!!!!
Tujuan saya menulis diruangan ini bukanlah untuk menyalahkan sesiapa tapi hanyalah satu cadangan dan pandangan. Mungkin ada diantara anda tidak setuju dengan pandangan saya ini namun kita semua bebas memberi pandangan yang produktif untuk kebaikan kita semua. Saya memohon maaf jika terkasar bahasa.....

Buat lah sesuatu untuk semua warga Ham di negara ini. Marilah kita semua bersatu dan buatlah sesuatu yang produktif........

The Holy Month of Ramadhan and Syawal will be upon us without us realising it. As always the first thought in our minds (mine at least) is 'time for shopping' as what is Malaysia's greatest pastime? yes that is correct eating and shopping though not necessarily in that order.

What say you if we do it differently this time round? Instead of shopping lets donate blood. Yes you read it right the first time - DONATE BLOOD -.
